Objective Information exchange networks in a concurrent engineering environment will increase quality and reduce lead time, i.e. cost should be reduceable in the order of 20%. The total construction sector, the biggest industrial sector in Europe, is the potential market of the developments. Key enterprises are necessary to exploit the results. The industrial partners are key enterprises in their countries. The very specific situation in the construction industry is that many designers, engineers, suppliers and manufacturers participate in the construction of a one-of-a-kind structure and have to be co-ordinated. An AEC project organisation structure consists of a large number of involved teams and companies that change with each project. The total of the participants in the design and construction process of a building can be interpreted as a virtual enterprise that has been set up just for the given project. Since SMEs are dominating the market, the virtual enterprise structure in the building industry consists of many organisational units that widely vary in spatial location, computer platforms and organisational hierarchies. In such huge and inhomogeneous environments the preconditions of the local in-house and company-specific CAE/CIM approaches are not fulfilled. The application of information technology in the building industry needs new concepts to deal with such large-scale co-operative work.
