Final Report Summary - EFONET (Energy foresight network)

The ultimate aim of the EFONET project was to provide the European Commission (EC) with inputs for the formulation, review and evaluation of European energy strategies. More specifically the project was set out to contribute to the European Union (EU)'s vision for a transition to a sustainable, low carbon, secure energy future for Europe and beyond and provide elements for the definition of a European strategy.

The main objectives of the project were to:
- consolidate and diffuse existing knowledge on energy foresight methods and the contribution they could provide to energy policy making, specifically in the framework of the transition towards a sustainable and low-carbon energy system;
- promote the collaboration and the exchange of experiences amongst policy makers, researchers, operators, other end users and stakeholders, in order to facilitate the achievement of consensus and the uptake of research results in policy formulation and implementation.

EFONET was set out to achieve its goals through the organisation of a structured discussion platform on energy foresight, allowing a wide variety of stakeholders (researchers, policy and decision makers, civil society organisations) to exchange information, data and views. To this end, EFONET organised in-depth debates addressing five thematic priorities:
- methodological approaches to energy foresight;
- end-user energy efficiency strategies;
- foresight in the transport and mobility sector;
- energy technology integration and scenarios;
- acceptability and development conditions of (new and more efficient) energy technologies.

In total 21 targeted workshops were organised addressing the above-mentioned topics, each generating a detailed account of the corresponding debate, a series of original papers illustrating critical issues, a series of Powerpoint presentations, and a summary document illustrating the main conclusions (policy briefs). A total of 390 experts participated to the EFONET events over the 2.5 years of its lifetime. All these are available for download from the EFONET website (please see http://www.efonet.org online).

A final conference held at the European Parliament (EP) in Brussels, allowed to stage a high-level debate on the main project conclusions with the participation of several members of the European Parliament (MEP) (including the EP president) and other policy makers. This report illustrated, in sequence:
- the general context and objectives of the EFONET CA;
- the main science and technology (S&T) results achieved and conclusions reached;
- the main actions undertaken to disseminate the project outcomes and pave the way to their exploitation, along with their potential impacts.
