Obiettivo Agriculture and fisheries in the Philippines directly account for about a fifth of the total economy and directly and indirectly (which considers the backward and forward linkages, or the cluster universe) three fifths of the economy. More importantly, it directly employs about 10 million people, nearly 40% of the labour force. Agriculture-based communities are host to most of the poor in the country. The freshwater, brackish water and marine resources in the Philippines are ideally suited to the development of aquaculture and production has been developing rapidly. However, together with the increase in production from aquaculture there is the risk of impact on the environment. Effective monitoring and control of aquaculture by the Philippine Authorities will allow controlled development of sustainable production. The main objective of the Specific Support Action is to enhance the Philippine Governments capabilities in the monitoring, control and enforcement of aquaculture in a sustainable manner within the guidelines of the FAO Code of Conduct for Responsible Fisheries. The Code includes an article with broad principles for Aquaculture Development, which is intended to assist governments in their ambition to promote the development of a safe and responsible national fisheries and aquaculture sector. The environmental sustainability of aquaculture needs to address the actual and potential adverse environmental effects on resources used in aquaculture, in particular, water, fry and farmed stock. In addition it needs to address the adverse effects of increasing aquatic pollution and habitat degradation, certain types of aquaculture practices and production and the related consequences on supply of fish as an affordable food commodity.The project will explore implementing the code to develop sustainable aquaculture considering issues of poverty alleviation, livelihood development, community development, protection of the environment and food safety.
