Final Report Summary - CAPANDWFD (WFD meets CAP- Opportunities for the future)
The CAPANDWFD project aimed to review the application of the legal requirements of the European Water Framework Directive (WFD) and the Common Agricultural Policy (CAP), in order to identify implementation shortcomings between them, as well as possibilities for enhanced implementation and cooperation at European, national and regional levels.
More specifically, the project objectives were to:
1. impart the link between WFD and CAP
2. bring together policy makers, decision makers, stakeholders and scientists from both areas in order to improve mutual understanding and develop a common language
3. establish a cooperation pattern between authorities responsible for rural development planning and river basin management at appropriate levels
4. initiate a process of exchanging experiences between 'old' and 'new' member states of the European Union
5. identify new opportunities for the integration of WFD objectives into CAP
6. develop policy recommendations for the member states which would also be valuable for accession countries.
The project was structures in distinct, yet interrelated, work packages (WPs) which undertook various activities for the accomplishment of CAPANDWFD objectives and the project management and dissemination. Information was collected and analysed in order to facilitate the discussions between the participants in a project related international conference. Meetings to motivate data analysis and communication were also organised and questionnaires were distributed to the involved stakeholders. Moreover, reports that analysed policy, linkages, pressures and impacts of the two directives were produced. Similar reviews of European rural development programmes, water pricing and cost recovery in the water sector were conducted.
The organised conference was based on the background information that was already analysed and attracted numerous stakeholders that were involved in the implementation of WFD and CAP, including experts, administrative bodies and nongovernmental organisations (NGOs). Its findings were further disseminated through the project website, the preparation of journal articles and the distribution of policy briefs. Therefore, CAPANDWFD managed to have a significant impact on the policy making process and the research sector.
