Report on agent-based auction model

This report gives an in-depth description of the quantitative impact assessment using the agent-based auction model and its main outcomes. We describe the data used, the methodology, the results, and the link with other relevant research and literature.

Report on network game-theoretic model

This report gives an in-depth description of the quantitative impact assessment using the network game theory model and its main outcomes. We describe the data used, the methodology, the results, and the link with other relevant research and literature.

Final Project Results Report

This report expresses our vision on the future for ATM sector in Europe from an institutional perspective. It describes our view on potential pathways towards new institutional designs for the European ATM sector. These institutional elements will likely include more competitive dynamics that should lead to performance improvements on various ATM key performance areas. We will also investigate ways of implementation. This involves understanding distributional impacts and possibly the need for government oversight and enforcement for effectively implementing proposed changes. This report will also discuss potential drawbacks and ways of addressing perverse incentives in new institutional designs. This can include ways of overcoming potential market concentration of ATM service provision in the hands of just a few ANSPs. The report also contains a concise executive summary which outlines the main idea of the project, the approach taken, the main results and policy recommendations that we can derive from it.

Quantitative impact assessment summary report

This report will be an accessible text without complicated formula’s or graphs. It will summarize the main insights of both models in terms of the approach used and its limitations, the main results and the policy recommendations that one can derive from this. The comprehensive assessment framework and the common model guidelines allow us to consistently evaluate various options, even using a different model approach. Effects will be quantified and illustrate impacts on performance metrics, economic impacts and other relevant indicators of the assessment framework.

Report on institutional design options

This report describes all the institutional options for introducing more competitive dynamics in European air traffic management. Each of the options contains a detailed description of the roles of various actors: Who has the right to provide a specific service? How to obtain and/or trade these rights? Which actor is responsible for key air traffic management tasks? For each of the options, we also make an initial qualitative characterization of feasibility and expected effects: how to effectively realize this institutional design? And how will this change operational models of ANSPs and required skills and tasks of their employees?

Report on economic analysis

This report describes the economic modelling approach and the results obtained. In this report, we highlight the underlying dynamics on how institutional market designs and competitive dynamics affect performance. These mechanisms will be used as a foundation for the simulation models of WP4.

Project dissemination plan

This report will be included in the project management plan, to be delivered one month after the kick-off. The PMP will include a Communication and Dissemination Plan, further detailing the implementation of the foreseen communication activities, and for planning the dissemination of project results.
