"The Romanian Centre of Excellence for Systems Immunology will be established within newly developed infrastructure and equipped with state-of-the-art technology and equipment. This represents a significant advantage and will allow the Centre’s scientists to perform cutting-edge research in systems immunology, thus contributing to the national health priorities.ROCSI is aimed to become a Centre of Excellence in the field of systems immunology, located in the best medical environment of Romania, where the health sector growth potential is strongly highlighted, respectively at Iuliu Hatieganu University of Medicine and Pharmacy, Cluj-Napoca. The Centre aims to be a novel and disruptive centre in Romania.
Health is one of society’s most important pillars, also having been identified by Romania as such in the Romanian National Research, Development and Innovation Plan and Strategy. Thus, the main objective of the Centre is to develop high impact research, education, training and innovation in systems immunology of human diseases.
The envisioned Romanian Centre of Excellence for Systems Immunology represents a breakthrough in the medical field at the local (Cluj-Napoca) and national level (Romania). It will be a coordinated approach that will take advantage of the existing and valuable research and innovation resources from ""Iuliu Hatieganu"" University of Medicine and Pharmacy - Cluj Napoca, and leverage the involvement, expertise and knowledge of Radboud University and Radboud University Medical Center and Life & Medical Sciences (LIMES) Institute from the University of Bonn. For this reason, the centre will have a significant impact on improving the research and innovation system in the medical field in Romania, namely in the area of systems immunology.
Romania’s scientific capabilities will be increased in a number of areas. The centre will focus on developing a strong research programme in systems immunology and also will focus its efforts on the education, training and mobility of a new generation of top-performing scientists and researchers.
Overcoming the limited research landscape and the low innovation capacity in Romania at this moment by building a vibrant research environment, ROCSI will contribute to the creation of the knowledge-based economy that can respond to challenges of the future.
The strategic long-term objectives are:
O1-To be an excellent, internationally recognised, independent and self-sustained CoE
O2-To perform cutting edge and high-impact research in systems immunology of human diseases, within new state of the art infrastructure and facilities, and embedded in the European and international research and innovation ecosystem
O3-To create an environment conducive for scientific innovation and translation, including public-private partnerships and spin-off initiatives, thus contributing to a knowledge-based economy aligned with national and regional strategic priority areas and societal challenges, thereby reinforcing the country’s social and economic development
O4-To educate and train in an excellent environment a new generation of highly skilled researchers by offering stimulating and innovative education and training programmes for MSc and PhD students and Postdoc fellows. Also, to train high-quality technical and support staff on various topics in support of the CoE’s mission and vision
O5-To attract and host qualified and talented national and international researchers, reinforcing the CoE and Romania’s scientific capacity and competitiveness, and countering and reversing the brain-drain

"The work performed during the project was compiled in agendas and minutes of all relevant information from the face-to-face and virtual project meetings. The corresponding deliverable is D1.1 - Project Meeting Reports. Each agenda included a review of the milestones from the previous timeframe and a short discussion of key accomplishments, along with discussions regarding the actions that are needed to be taken in the following period and their expected outcomes. An important aspect was the anticipation of any major risks or issues during this phase 1 of the project so that the consortium might address those issues if necessary. Based on the discussions and decisions made between the three partners (""Iuliu Hatieganu"" Univ. of Medicine and Pharmacy-Cluj Napoca, Radboud Univ. and Radboud Univ. Medical Center, and Life & Medical Sciences (LIMES) Institute from the University of Bonn) during the one-year project period, and absorbs the extensive experience of the two partners from high-performing countries, the final conclusion was to establish the Romanian Centre of Excellence for Systems Immunology, in the flourishing city of Cluj-Napoca. As is presented detailed in D10.2-Final Business Plan, the consortium partners established rigorously all the aspects regarding operational structure (location, building, human resources), education&trainings (different types of programmes and mobilities), communication strategy, external engagements, management & commercialization strategy, implementation & monitoring actions, and the financial model which will be followed."
The legal structure of the Romanian Centre of Excellence for Systems Immunology consists of an autonomous centre embedded within University of Medicine and Pharmacy, Cluj-Napoca, an option based on a number of key factors. The overarching aim of Romanian Centre of Excellence for Systems Immunology is to develop high impact research, education, training and innovation in systems immunology of human diseases. Romanian Centre of Excellence for Systems Immunology will focus on developing a strong research programme in systems immunology and also focus its efforts on the education, training and mobility of a new generation of top-performing scientists and researchers with a variety of specialties relevant to the field of systems immunology. The five scientific domains addressed by ROCSI are novel in the Romanian academic landscape (Molecular and Cellular Immunology, Computational Immunology, Systems Immunology of Infection, Systems Immunology of Inflammatory Diseases, Systems Immunology of Malignancies). The Centre will be built as a modern and advanced infrastructure, equipped with the necessary facilities to carry out interdisciplinary science. An eight-story building has been projected, equipped with facilities for science and rooms for collaborative working (details in D10.2-Final Business Plan).
The Centre’s innovation potential will be linked to its capacity to attract top-level scientists and researchers. The Centre’s innovation potential will also benefit from engaging with stakeholders in strategic partnerships. These will include academia (e.g. Univ. Hospital of Infectious Diseases Cluj-Napoca, Ion Chiricuta Institute of Oncology Cluj-Napoca, Babes-Bolyai University Cluj-Napoca,and Univ. of Medicine and Pharmacy of Craiova, Mateis Bals National Institute of Infectious Diseases, Bucharest), the IT sector (e.g. NTT Data, AROBS, Endava, Cluj IT Cluster, and ICT Network Nijmegen) and public authorities (e.g. Cluj-Napoca City Hall and Cluj County Prefecture), among others.
The growth potential of Centre was drafted on the long term strategy, based on the current life and medical science, alignment at the smart specialization and national R&DI strategies, local advantages, Cluj-Napoca being an important regional centre of medical excellence and health services.
