Calamity management through an integrated trans-national information system

Objective

Aim: Support of the intensive co-operation of the administrations involved in trans-boundary accidental situations using modern information and communication technology.
Results foreseen: Specification, implementation, pilot installation and evaluation of an open and integrated information and communication system for event management and decision support for administrations involved in trans-national accidents concerning the river Rhine.

In the framework of ENS ENVIRONET (DG XIII) a concept and demonstrator for a trans-national information and communication system for the river Rhine (ECASE-River) has been developed. This concept will be the basis for the project proposed.

The project aims in supporting administrations involved in the management of accidents affecting the environment in the fields of event management (alarming, event registering, document management) and decision support (visualisation, dispersion models, substance database, experts database, directory service), especially for trans-national matters. The river Rhine will be the pilot case for the system, however it is planned to be multi-purpose and easily adaptable to other rivers and environmental media. The project will be carried out with a strong integration of the relevant users (eg International Commission for the Protection of the Rhine Against Pollution, Ministries of Environment in France, Baden-Wuerttemberg, Rheinland-Pfalz, Hessen, Nordrhein-Westfalen, Netherlands, Ministry of Interior in France, Prefecture Metz, Prefecture Strasbourg). The system will be developed using IT and communication standards and will be running on open platforms.

Proceeding: After the specification of the components, of the communication infrastructure and of the user interface the system will be implemented and tested. Then the system will be installed at the relevant administrations and tested in the real environment. The users of the system will be trained and accompanied during the pilot phase. At the end of the pilot phase the project will be documented, evaluated and the results will be disseminated.
