Objectif
The project concerns the development of a pilot geographic information system (GIS) with generic characteristics to be used by local authorities in Bulgaria and Romania. The system will focus on urban planning, environmental monitoring and spatial data management.
The approach will be:
analysis and assessment of current practices and internal procedures in some typical municipalities in these countries using modern structured analysis methodologies
development of a functional and information model for a typical local authority. The elaboration of this model will specify the various operational subsystems and their information requirements
conceptual design of the information structure of the whole system, which is the basis for software development
development of three pilot operational and information subsystems to support the improvement of local authority services in critical sectors of their operations.
