INDIVIDUAL FUEL BILLS IN APARTMENT BUILDINGS INFORMATION TO USERS THROUGH "MINITEL"

Objective

In the framework of retrofitting actions in a 70 flats-residency (insulation of the building envelope and installation of a collective gas boiler to replace previous individual gas boilers), "Logitronic" devices are to be introduced in each flat in order to allow individual fuel bills and continuous information to users. Conventional retrofitting is expected to bring gas consumption from 933 MWh/year to 465 MWh/year and "Logitronic" is expected to give a further 20% savings (i.e. 93 MWh/year - the final energy consumption being 372 MWh/year or 5.3 MWh/flat/year) thanks to a better behaviour of users.
Payback time should be approximately 8.5 years at the project level (i.e. "Logitronic" devices, not considering the conventional retrofitting action).

1. The individual billing is based on the "average temperature" concept. A thermometer is located (hidden) in each flat in order to monitor continuously a significant temperature.
2. Data are collected and processed by a central unit which can be interrogated at any moment by the building manager. Individual fuel bills are issued automatically at pre-selected dates (end of semesters, end of heating season, etc...).
3. Each flat is provided with a "Minitel". This is a VDU-keyboard unit connected with the telephone network giving direct access to an increasing number of data bases and services. Up to now more than 3 million "Minitel" are used in France for domestic purposes: telephone-book, trains time table, entertainment programmes, (cinema, theatre,...) etc...
4. With the help of his own "Minitel" each user can get at any time information about his fuel bill (since the beginning of the day/week/month/year). Data on temperatures (average figures) are also given as well as comparisons with other flats and advices on how to improve the behaviour.
5. The project has three phases:
Phase 1: design
Phase 2: implementation
Phase 3: monitoring and sociological inquiry.
