An International Conference in Beijing will bring together local authorities with experts from around the world for developing and implementing strategies to transfer the Helsinki Rules of equitable-utilization-principles in marine resource exploitation to the sustainable use of freshwater resources by local communities in watersheds. The proposed conference should compile basic knowledge to develop a cluster of projects to manage ecosystem for sustainability and socio-economic improvements in using Sorghum Kiang (Sorghum River) - tributary to Hailing Kiang (Hailing River = Amour at the border to Russia) in Jillian Province as reference area.
