Objective The main objective of the project is to conduct a comparative analysis of trade unions and industrial relations in post-socialist countries in order to identify systematically the opportunities and constraints that can be attributed to the legacy of state socialism. Much analysis of post-socialist trade unions makes reference to the state-socialist legacy, but there has been no systematic comparative study of post-socialist trade unions on which to base such reference. The proposed project brings together specialists on trade union development in Central and Eastern Europe with research teams covering six of the post-Soviet states to conduct new research within a comparative framework. The research is broken down into three phases, covering trade unions and the state, trade unions in the workplace, with the final year devoted to comparative analysis of the findings. Comparative analysis will be centred on three four-day research seminars which will review the findings of each stage of the project and the project will conclude with a dissemination seminar to be organised in collaboration with the ICFTU Central and Eastern Europe Committee. In addition to the participating teams, specialists on other post-socialist countries will participate in the project seminars to ensure the widest possible coverage. A secondary objective of the project is to build research capacity in the participating NIS countries in which systematic research on trade unionism has been lacking. The core participants in the project have considerable experience of trade union research, of collaboration with each other and of capacity building in the post-socialist countries, including participation in previous successful INTAS projects. Apart from small administrative overheads, the whole budget for the project has been allocated to the payment of salaries to NIS researchers and the costs of holding the research seminars. The budget allows for the participation of two members of each INTAS team, four further specialists and three members of each NIS team in each seminar and co-funding will be sought to widen further the scope of the project. Any savings on the travel and subsistence budget will be used to augment the salaries of the NIS researchers. The findings of the project will be disseminated through the usual scientific outlets, but will also be disseminated directly to the trade unions in the post-socialist countries through collaboration with the ETUI and the ICFTU Central and Eastern Europe Committee.
