Advanced control advice for power systems with large scale integration of renewable energy source

Objective

The project aims at building a global control system to provide advice on the optimal operating strategy of power systems of large and medium size islands with large scale integration of renewable energy sources. More specifically the objectives are:

- The development of CARE, an adaptable advanced control software that will achieve optimal utilization of multi-renewable energy sources, in a wide variety of medium and large size isolated systems with diverse structures and operating conditions by advising operators of possible actions. The insurance of increased security and reliability of the system will allow maximization of renewables penetration.

- The installation of a prototype of CARE on the island of Crete (Greece) in close collaboration with the Public Corporation (PPC). The modular configuration of the control system software and the standard hardware used will enable further installations in other isolated networks in Europe and in developing countries.

Assuring maximum fuel savings together with reliability and security of operation by means of CARE will encourage concerned utilities to increase renewables' penetration, thus contributing to the fulfilment of the Community policies for the environment. Exchange of experience among the participating research teams in close contact with the electric utilities concerned will provide the specifications for the new control tools and will prepare the diffusion of the most successful operating strategies. Special attention will be made to produce a general and modular software capable to deal with various systems of varying sizes, complexities and operating particularities. This will allow the diffusion of CARE to various large and medium size isolated systems in the EU and in developing countries contributing to European competitiveness.
Technical approach

The project JOU2-CT92-0053 "Development and implementation of an advanced control system for the optimal operation and management of medium size power systems with a large penetration of renewable power sources", has proven the feasibility and usefulness of incorporating in a secure way a larger share of renewable energy in isolated systems. Based on this experience, CARE aims to advice operators on the optimal operating strategy that will be able to satisfy the new challenges posed by larger and more complex power systems and by the integration of the maximum amount of multi-renewable energies. Large islands may be characterized by networks with meshed structures, several fossil-fuelled generation plants, multiple renewable sources and privately owned, non-dispatchable generation. These demands dictate the need to build more advanced software modules for load and renewable power forecasting, operational planning and on-line security assessment. A combination of sophisticated analytical models and Artificial Intelligence techniques will be implemented in order to deal with the above complex and conflicting requirements. Due to the diverse needs of the targeted medium and large scale systems, the software developed will be highly modular, allowing the integration of the options that are best suited to the particularities of each system.
