Objetivo
Stages one of this experiment in regional planning aims at :
- gathering the information necessary in order to understand the past and present situation;
- analyzing the interrelationship between the economy and the energy system;
- translating this diagnosis into figures
A second stage aims to :
- provide a technical economic analysis of investment projects;
- produce a model for testing energy strategies and their impact on regional development;
- obtain the opinions of different experts and decision makers at local, national and regional level.
Drawing up this regional energy plan, the first of this type in Greece, has enabled its authors to gather a large body of information on the energy structure of this island region with its own very specific requirements. The main conclusion is that it is possible to reconcile regional development and encouraging economic sectors to use local sources of energy.
In the Cyclades, three alternatives forms of energy offer interesting solutions :
* geothermic energy can potentially be used in agriculture and for producing electricity.
* wind energy can generate a substantial amount of additional electricity
* finally, solar energy has a role to play in the agriculture and housing areas.
APPLICATION PROGRAMMES
Application programmes are proposed in order to implement the plan.
These include :
- building wind generators for producing electricity;
- intensive development of energy in the agricultural sector (for example heating glass houses with low thermodynamic geothermic energy);
- theconstruction of 15 sea water desalination plants;
- encouraging energy savings in buildings.
Three "tools"
The regional planning work is based on :
- collaboration between regional authorities, a university research team and private consultants;
- participation of decision makers, technical experts, national and regional government representatives, local authorities etc. in selecting the best options for the plan;
- a computerized modelling tool which takes account of energy supply and demand, as well as the interaction between energy and the economy.
