Objetivo Heating requirements represent the largest share of energy consumption, and hydrocarbons occupy a dominant position as a source of primary energy (78%). Regional energy based on biomass (liquid manure, straw, wood) are therefore not very developed. The study on regional energy supplies in Northern Friesland started at the beginning of the 80s in the context of a Federal programme to assess regional heating needs and analyse the potential of diversification and the possibilities of extending regional heating networks.In this context, the energy planning objectives relating to this district were as follows :- to decrease energy consumption- to use native resources (biomass)- to look for substitutions for oil products- to assess the impact of energy consumption on the environment.It should also be noted that the examination of the heating problem was complemented by assessing possible energy saving measures in the transport sector.BIOGAS PROJECTSFour projects to obtain energy from biomass are currently being selected for detailed analysis in the third phase.- a central biogas generation unit to supply combined heat/electricity generation plants- a centralised biogas distribution network for consumer groups interested in this vector- low cost construction of individual biogas plants- the possibility of introducing biogas into the public natural gas distribution network.However, the results show that in the first analysis, if prices of oil products remain as low as at the end of the 80s, it would be unlikely that these projects would be profitable.WIND POWER : THE ONLY FEASIBLE ALTERNATIVEOn the other hand, the prospects for wind power projects are more optimistic. The regional government is currently supporting a programme worth 11 million DM to promote the efficiency of this form of energy. Three municipal wind power stations from 150 to 300 kW are being installed, and other smaller projects are under way. Other wind power units are planned in the long term.THREE STAGESPlanning was based on three stages :* the first stage concerned the collection of detailed data on heating needs, based on the information collected from 1,347 municipal authorities and a survey among the major consumers (public and industrial institutions). The assessment of this future demand was carried out more on a qualitative than on a strictly quantitative basis. Moreover, potential native energy sources were estimated.* The second stage concerned the pinpointing and elaboration of fourteen energy development options.* The third stage, still under way, is aimed at making a more precise second selection of the options assessed.
