RISER - Lowering administrative barriers

Verification of address information by accessing civil registries is one of the most frequently used services by public administrations in the EU Member States. RISER enables customers to request official address information from several member states of the European Union, either through single inquiries or through mass inquiries.

Companies who want to gather information from a foreign civil registration face a complex situation of responsibilities, idiosyncratic requirements and language barriers. The Registry Information Service on European Residents (RISER) changes this by setting up a central web-service for collecting inquiries, distributing them to the responsible authorities and delivering the results to the customer. RISER provides a Single-Point of-Access and multilingual access to its customers. The service enables its customers to submit inquiries without prior knowledge of the diversified legal and procedural requirements in the different Member States. Actually RISER covers 8 European countries (Germany, Austria, Hungary, Ireland, Sweden, Lithuania, Switzerland and Estonia). With this, the service already covers ¼ of Europe’s population. Being one of the first Trans- European eGovernment services for Business the purpose of RISER is to extend to 19 EU Member States. For a single inquiry, the customer enters data directly into an input form, which is adapted to the requirements of the relevant national or local registry office. Mass inquiries are catered for transferring a file containing a greater number of data sets with inquiries. RISER can adapt to the customers' needs in terms of data format and the required interfaces. The result of your inquiry obtains full name and full address as listed in the respective official register. The RISER ID Services GmbH acts as a data processor on behalf of its customers and does not store any data within its databases. Inquiries are passed to official registers throughout Europe. RISER lowered the administrational barriers for one of the most frequently used services by public administrations in the EU Member States. During the market validation phase a business model has been established which allows the sustainable deployment of the cross-border service in Europe. RISER also became a unique platform for knowledge exchange in European civil registration. On annual conferences stakeholders in European and national civil registration are discussing future challenges on topics like new eServices in Civil registration and privacy. RISER will continue its deployment by extending the service to 19 EU Member States. Also additional services based on the national population registers will be set-up.
