Civil protection
In a Resolution dated 23 November 1990, the Council and the Representatives of the Governments of the Member States encourage initiatives taken by the Commission as a complement to existing national measures on civil protection and support the implementation of the following Community measures, which where necessary should be accompanied by appropriate financial resources: Initiatives to develop Community cooperation on civil protection, exchanges between Member States and training of personnel; assessment of options for advanced telecommunication systems to meet civil protection requirements plus the possible allocation of new frequency bands for this purpose; implementation of a pilot computerized information system for civil protection; advancement of a coordinated informative and educative campaign with the declaration of a European Year of Civil Protection (June 1993 - June 1994); enhancement of the training of young people in civilian or voluntary service in related areas; the development of actions to establish basic conditions for detection, prevention and combat of forest fires; aid in the organization of a 1991 experts seminar on this subject.
