Two Council Regulations modify the budgetary procedures and annual financial provisions of the European Foundation for the Improvement of Living and Working Conditions. These modifications affect only legal and technical aspects of the financial management of the Foundation and do not alter its aims or objectives. The aim of the Foundation, established in 1975, is to contribute to the planning and establishment of better living and working conditions through action designed to increase and disseminate knowledge likely to assist this development. The tasks of the Foundation are to develop and to pursue ideas on the medium- and long-term improvement of living and working conditions in the light of practical experience and to identify factors leading to change. The Foundation takes the relevant Community policies into account when carrying out its tasks, and advises the Community institutions on foreseeable objectives and on guidelines by forwarding, in particular, scientific information and technical data. The Administrative Board of the Foundation is made up of representatives of the Governments of the Member States, the employers' organizations, the employees' organizations, and the Commission Council Regulation (EEC) 1947/93 of 30.6.1993 amending Regulation (EEC) No 1365/75 on the creation of a European Foundation for the Improvement of Living and Working Conditions, modifies the procedure for giving a discharge to the Administrative Board with respect to the budget of the Foundation. At the same time, the Regulation modifies the composition of the Administrative Board (which is to be composed of a total of 39 members representative of the organizations stated above) and also sets out amendments to the rules concerning the submission of the annual general report on the activities, financial situation and future guidelines of the Foundation, as well as its revenue and expenditure accounts, analysis of financial management and the Foundation's balance sheet. A further Council Regulation (1949/93/EEC of 30.6.1993) published in the same edition of the Official Journal, amends Council Regulation 1417/76/EEC on the financial provisions applying to the Foundation. The Regulation updates the financial provisions of the Foundation in order that they approximate as closely as possible the provisions of the Financial Regulation of 21.12.1977 applicable to the general budget of the European Communities.
