VALUE: Utilization of RTD results

The Commission of the European Communities has published an announcement concerning opportunities to promote the results of Community RTD in the context of the VALUE II programme. This announcement concerns only the opportunities offered under the line of action "Utilization of results" as described in the VALUE II work programme. It is addressed to research contractors who are or have been participants in research projects of the Framework Programme of Community activities in the field of research and technological development, and to their licensees and/or exploitation partners, including those of the Community Joint Research Centre (JRC). The work to be undertaken could take different forms, depending on the specific case, as follows: - Identifying, controlling and appraising the results of research in order to develop and target utilization points; - Finding licensees, including licencees for the JRC and, more generally, parties interested in utilizing results; - Providing adequate financial support for expert studies or tests and experimental developments. Persons and organizations eligible to participate in VALUE II are invited to submit exploitation projects covered by the work programme in order to participate in the next selection procedure, which will take place during the first quarter of 1994. In accordance with its objectives, VALUE II operates, for all actions of exploitation of Community RTD results, on a continuous basis. Therefore proposals may be submitted to the programme whenever exploitable results arise in Community RTD programmes. Nevertheless, VALUE II may be promoted through periodical announcements of opportunities published in the Official Journal of the European Communities. The present announcement will be the last under VALUE II. Work may be carried out with the help of outside experts and competent organizations in the Member States. Exploitation topics will be addressed, in general, via shared-cost projects and in concerted actions. The Community's contribution to shared-cost actions will normally not exceed 50% (in the case of universities or research centres either 50% of the total expenditure or 100% of the additional marginal costs may be funded). In concerted actions the Community will contribute up to 100% of the costs relating to the coordination of the project. It is desirable that each project be transnational and should include at least two independent contractors in two different Member States. Detailed information on procedures for the submission of proposals, together with the corresponding application form, plus eligibility and selection criteria and background material on the VALUE II programme, is available on request from the Commission services.
