A Commission proposal for a Council Decision (COM(93) 382) on the implementation by the Member States of measures concerning radio frequencies proposes that the Commission shall have authority to take appropriate initiatives to secure the involvement of the Community in the international organizations and conferences dealing with the field of radiocommunications. The aim of the proposed Decision is to enable the Commission to take part in the activities of all the international organizations and conferences working in the field of radiocommunications, and to this end the Commission requests to be accorded an appropriate status within them. In this area, the adoption of Community legislation is not directed by Community interests, in so far as the measures taken by the competent international organizations meet the needs of the Community and its Member States It is proposed that, under an annual programme of work, the Commission may call on the European Radiocommunications Committee and the European Radiocommunications Office to undertake certain technical tasks corresponding to the identification and allocation of appropriate frequency bands required by the Community for the development of pan-European services and the free movement of telecommunications terminal equipment. If measures adopted by these organizations correspond with the Commission's authority to secure Community involvement in the international organizations and conferences described above, the Member States shall undertake the necessary adjustments to their legislation, and shall include a specific deadline for the implementation of these measures. In work in this area, the Commission shall be assisted by the Community Telecommunications Committee, made up of representatives of the national regulatory authorities of the Member States and chaired by a representative of the Commission.
