The Council of the European Union, at its 1,716th Session (Research) of 6.12.1993 discussed the final points remaining to be agreed on the proposals for the Fourth Framework Programme (EEC) of Community research and technological development and the Framework Programme (Euratom) for research and education in the field of atomic energy. While unanimous agreement was reached on the proportional distribution of budgetary resources among each of the envisaged actions, and on the division of resources between the themes of the first Action of the Fourth Framework Programme (research, technological development and demonstration), there was no final agreement on, in particular: - The overall global budget; - The role of the Joint Research Centre (JRC) in the Framework Programmes. The Council has therefore asked that the Committee of Permanent Representatives draw up a report on the two points not yet decided, and also on the financial appropriation envisaged within each activity, with the aim of reaching an overall agreement on all aspects of the Framework Programmes in preparation for a future meeting of the Ministers for Research within the Council to be held before the end of the year. The President of the Council indicated that the question of the global budget for the Framework Programmes will be brought up at the European Summit meeting in Brussels on 10-11 December 1993.
