Amendment to the Montreal Protocol on substances that deplete the ozone layer.
A Council Decision of 2 December 1994 has approved the Second Amendment to the Montreal Protocol on the level of harmful substances in the atmosphere (Decision 94/68/EC). Recent scientific evidence indicates that for the adequate protection of the ozone layer a higher degree of control of chlorofluorcarbons, halons, carbon tetrachloride and 1,1,1-trichloroethane is required than had been provided by the Montreal Protocol, as amended in 1990. The same evidence also indicates that additional controls should be placed on methyl bromide, hydrobromflourocarbons and hydrochloroflourocarbons. The Second Amendment was signed in Copenhagen in November 1992. The Council Decision allows all the obligations under the Amendment to be implemented.
