The application of open network provision to leased lines
On 21 February 1991 the Council submitted a proposal for a Council Directive on the application of open network provision to leased lines (COM(91) 30) concerning the harmonization of conditions for open and efficient access to and use of leased lines on public telecommunications networks, and the availability throughout the Community of a set of leased lines with harmonized technical characteristics. Provisions cover: Disclosure of information; supply conditions; usage conditions and essential requirements; provision of a minimum set of leased lines in accordance with harmonized technical characteristics; control by the national regulatory authority; common ordering and billing procedures; tariffing principles and cost accounting; notification; recourse; deferment of certain obligations. The Directive does not apply to leased lines of which one termination point is outside the Community.
