In the framework of the Community's IDA programme (interchange of data between administrations), the European Commission has published a call for tender on a telematics network between administrations. The call involves five lots: - Lot 1: Legal matters (reference IDA/013) The purpose is to examine the legal requirements in respect of data exchange between administrations, including the legality of electronic data communication between administrative bodies; responsibility matters; legal obligations to be fulfilled in respect of data-protection legislation. The work is to produce guides and guidelines offering solutions. The lot is divided into two sublots: . 1.A: Short-term studies (reference IDA/013.02/1); . 1.B: Long-term studies (reference IDA/013.02/2). - Lot 2: Interoperation projects (reference IDA/010) The lot comprises various projects to define generic tools, based on European standards, which will be used in various IDA sectors: . Sublot 2.A: X.500 directories (IOP2) (reference IDA/010.02/3); . Sublot 2.B: Exchange of ODIF documents (IOP3) (reference IDA/010.03/1); . Sublot 2.C: Transfer of FTAM files (IOP5) (reference IDA/010.05/1); . Sublot 2.D: Alarm systems (IOP6) (reference IDA 010.06/1). - Lot 3: Electronic mail The lot involves supplying resources and facilities to enable the exchange of documents by electronic mail between users in Member States' administrations and the European institutions. It is divided into two sublots: . Sublot 3.A: Electronic mail for committee members (reference IDA/031.01/01/SUPP94) This project involves the provision of resources to install electronic mail facilities for members of consultative and management committees, enabling the exchange of documents between each other and with Commission committee secretariats; . Sublot 3.B: Provision of electronic mail services and facilities for national administrations and European institutions (reference IDA/030.04/01/REQU94). - Lot 4: SIMAP project (reference IDA/086) The aim of the project is to create an open market for public contracts. It involves setting up electronic mail facilities to transfer notices of public calls for tenders to the Office for Official Publications of the European Communities, disseminating information on public calls for tenders and assessing the implementation of directives. - Lot 5: FIDES project (reference IDA/071) The project involves setting up a pilot system for data exchange between the Commission and the fisheries authorities in Member States as per the recommendations made on the basis of the feasibility study carried out on this subject, known as FIDES. The FIDES system covers the following areas: data transfer, database access and electronic mail.
