Meeting on 25-26 June 1991 the Council approved the Commission proposal for a second phase of the PETRA programme (COM(90) 467, amended by COM(91) 206). Formal adoption of the new phase will take place as soon as the text of the Decision has been finalized. Actions will support placements or exchanges for training/work experience for young people under the age of 28. The first year of PETRA II (1992-1993) aims to organize 10,000 placements with substantial increases over the next two years. PETRA II will also support European Communities cooperation in the field of initial vocational training, furthering Joint Training Modules (JTMs) through Member State cooperation via the European Network of Training Partnerships. The Commission will be advised by a committee of representatives from the Member States plus Social Partner observers. Within each Member State a National Agency shall handle applications for exchange requests, participation in the European Network of Training Partnerships, and other aspects. The budget estimated as necessary for the first three years of the programme is ECU 177.4 million.
