In a Joint Declaration on relations between the European Community and its Member States and Japan (The Hague, 18 July 1991), the signatories affirm their decision to intensify dialogue and to strengthen cooperation and partnership in order that future challenges may be met. Inter alia, in the field of RTD, they express the intention to reinforce cooperation in areas including industry, advanced technology and energy, and to promote joint science and technology projects with a view to contributing to advancing the scientific knowledge essential for the prosperity of all mankind. Academic, cultural and youth exchange programmes shall aim to increase knowledge and improve understanding between the peoples of the respective signatories. Mechanisms for consultation and substantial cooperation on global and bilateral issues shall be strengthened, with annual consultations taking place between the Presidents of the Council and Commission and the Japanese Prime Minister. Implementation of the measures shall be reviewed regularly.
