17 July 1991: A fourth Protocol for financial and technical cooperation was signed for the Community by Mr. the Ambassador P. NIEMAN, Permanent Representative for the Netherlands and President of the Committee of Permanent Representatives and by Mr. E. RHEIN, the Commission's Director of Mediterranean, Near East and Middle East relations, and for the Arab Republic of Syria by Mrs. the Ambassador S. NASSER, Head of the Syrian Mission to the European Community. In the framework of the 1977 Cooperation Agreement, the Protocol increases cooperation aiding Syrian social and economic development and strengthens relationships in the mutual interest. During the period ending 31 October 1996, a total of ECU 158 million may be committed to Syria in the form of EIB loans (115 million), Community non-reimbursable loans (41 million) and contributions to risk capital (2 million). Priority areas include research, science and technology, industry, environment.
