A proposal for a Council Decision submitted by the Commission to the Council on 31 July 1991 (COM(91) 288) concerns the conclusion of 5-year Framework Agreement for cooperation between the EEC and the Eastern Republic of Uraguay. Areas of cooperation covered by the Agreement include: economics, agriculture, industry, the environment, investment, science and technology, trade, social development, public health, government service, information, communication, culture, tourism and training. The Contracting Parties undertake, inter alia, to facilitate the mobility of scientists between the Community and Uraguay, to establish permanent links between both Parties' scientific and technological communities, to foster the transfer of technology and to create links between the Parties' research centres. Cooperation shall include high-level scientific and technological research, notably in fields such as biotechnology, new materials, microelectronics, data processing and telecommunications.
