In accordance with Council Regulation (EEC) No 2053/88/EEC of 24 June 1998 on financial assistance for Portugal for a specific industrial development programme (PEDIP, 1988-1993), the Commission has drawn up general 1992 guidelines for the implementation of measures falling within the priority areas for the development of Portuguese industry as set out in the Regulation. These guidelines take into account: Faster improvement of basic industrial infrastructure; stronger foundations for basic and further vocational training for careers in industry; the financing of productive investment; productivity drives; work already undertaken in the implementation of PEDIP between 1988 and 1991. The guidlines call for: - Full utilization, in 1992, of the resources available for PEDIP; - Continued monitoring by the Commission of work being carried out on evaluating the impact of PEDIP on Portugal's industrial structure; - Continued coordination between PEDIP and the other operational programmes under the Community support framework for Portugal (adopted in October 1989); - A special effort to make up the accumulated delay in the implementation of PEDIP programmes falling within priority areas Nos 1 and 2. Under the general guidelines proposed, ECU 127.7 million in commitment appropriations and ECU 121.6 million in payment appropriations are planned for the implementation of PEDIP in 1992 .
