Sustainable Local Energy Policies: Working in Synergy with the Private Sector?
In concrete terms, this means to:,- Improve the capacities of the municipal public sector to find the most suitable financing schemes for implementing its projects: loans, third-party financing, service level agreements etc.
But also to: ,· Better integrate the know-how resources of local authorities and private sector businesses,· Use energy services when this seems to be appropriate,· Optimise the use of instruments such as concessions or the delegation of public services,· Mobilise private sector investment and investment from cooperative or semi-public organisations,· Organise competition between companies in connection with the purchase of energy and energy-related services,· Have an impact on what is offered on the goods and services market by way of public green procurement,· Commit all actors from the public and private sector and associations to the local Agenda 21 or a local energy agency
Partnerships between the public and private sectors are nowadays on the agenda of all local authorities in Europe: In some countries you may find a certain mistrust of the private sector; in others they may be viewed as the instant silver bullet solution to all problems. Still in other places one may want to find the right way to achieve a successful and balanced partnership, with win-win contracts with private companies providing a long-term asset to citizens and local authorities. In any case, the local authority needs to remain in control.
