The European Council has adopted a Decision concerning the rules for the participation of undertakings, research centres and universities in the implementation of the Fifth Framework Programme (FP5) of the European Atomic Energy Community (Euratom) from 1998 to 2002. The Decision was adopted on 22 December 1998. The rules for participation and undertakings for research centres and universities are laid down in the second chapter of the Decision. They apply to the participation of legal entities and international organisations and of the Joint Research Centre (JRC) in indirect research, technological development, demonstrations and training (RTDT) actions. The Chapter outlines the conditions for: - The number of participants in indirect RTDT actions; - Legal entities from the Member States and Associated States; - Legal entities from third States and for international organisations; - The JRC.
