FREER APART - SWOT analysis of the restructuring models of the NJSC Naftogaz group of Ukraine as a result of natural gas transportation unbundling.
In the course of the implementation of the Third Energy Package in Ukraine, a monopolistic vertically-integrated undertaking, Naftogaz had to be restructured so that to cede its control over the transport system operator. Given a lack of political will, a variety of options on how to implement the respective Directive, two main concepts were presented by the Ministry of Energy of Ukraine and by Naftogaz itself. The study analyses the main differences and consequences of the two. By employing the SWOT technique, the researchers were focused primarily on assessing the respective benefits, weaknesses, opportunities and risks that each model features. The findings were not meant to be assessed against each other according to the Terms of Reference. However, as the immediate deliverable of the study, the reader is introduced to the complete visualised peculiarities of two models accompanied by the SWOT tables indicating points of analysis.
