A Commission proposal on inter-administration telematic networks for statistics relating to the trading of goods between Member States outlines the measures necessary to implement standardized infrastructures at European level for the collection of returns on the trading of goods and on production from businesses, the validation and preprocessing of such returns and the dissemination of statistics derived therefrom. The elimination of physical frontiers between Member States (necessary to complete the Internal Market) will require collection directly from consignors and consignees of the data needed to compile statistics relating to the trading of goods between Member States. Council Regulation (EEC) No 3330/91 of 7 November 1991 (OJ No L 316, 16.11.1991) has already laid down that the conditions should be created for increased use of automatic data processing and Council Regulation (EEC) No 3924/91 of 19 December 1991 (OJ No L 374, 31.12.1991) stipulates that the compilation of harmonized statistics should be ensured. The present proposal (referred to as Commerce electronic data interchange or COMEDI) outlines measures necessary to implement standardized infrastructures at European level to these ends. In order to facilitate the implementation and use of these infrastructures, the competent regional, national and Community bodies shall undertake promotion and awareness campaigns aimed mainly at businesses and users. Special measures shall also be undertaken for the benefit of less developed regional and national bodies to enable them to take part. These measures shall use new technologies and new products in the field of telecommunications to meet the needs of the statistical system and shall incorporate the results into the various computer environments of the authorities concerned.
