Identification and quantification of the variables and parameters that aid in evaluating fire risk on board ships in accordance with their condition

Objective

Numerous human and financial resources have been and are applied to the knowledge of the fundamental causes of shipping accidents. In spite of this such events continue to produce huge losses in terms of human life and goods.

With respect to the outbreak of fire on board, the project intends:

- To determine the different aspects that are directly related to fire risk, its evolution and the people involved.

- To facilitate a procedure that facilitates awareness of the fire fighting safety condition of ships.

- To analyse available data bases, to get as near as possible to the basic causes and the needs for formulating new variables for this casualty that is not reflected in accident reports.

- To easily identify those significantly negative items that must be provided for in preventive action. Among these are aspects related to a) the age and type of ship b) structure and fittings c) on board operative organisation d) adequate safety levels e) the crew f) the fire fighting itself

- To detect and differentiate structural deficiencies in the organisation and those due to the characteristics of the crew itself.

- To prepare the information gained in a computer programme.

The aim of the PHOENIX project, therefore, is to define an universal tool for the quantification of fire risk on ships, and for aid to corresponding decision making.
