MEDRESET.A comprehensive, integrated, and bottom-up approach to reset our understanding of the Mediterranean space, remap the region, and reconstruct inclusive, responsive, and flexible EU policies in it

Deliverables

WP1 Final report and policy brief

As an outcome of research, a final report and policy brief will be drafted which will help to prepare the ground for the second and third phases of MEDRESET.

WP5 Country reports Egypt, Lebanon, Morocco, Tunisia, EU stakeholder report

These country reports will evaluate the effectiveness and potential of EU trade and assistance policies in the area of agriculture and water (including trade liberalization, EU-funded agro-food and water projects and cooperation initiatives) in light of different bottom-up actors’ interests, needs, and expectations on both shores of the Mediterranean.

WP7 County report Egypt, Lebanon, Morocco, Tunisia, EU stakeholder report

These country reports will develop a more sophisticated and detailed knowledge and awareness about the diversity of stakeholders’ frames, priorities, sensitivities, expectations, and capacities with regard to three critical policy domains corresponding to different forms of mobility and migration in the Mediterranean space.

Working Papers on the United States, Russia and China, Iran, Gulf, Turkey, Israel

These working papers will provide a background analysis of the changing role and influence of other key powers in the region (US, Russia and China, Iran, the Gulf, Turkey, and Israel), as well as the policies they drive in terms of actors, policy instruments, and priority policy areas.

Gender report

This report evaluates the research results from a gender perspective.

Working paper on the EU framing of the region 1970s to 1990, 1990s to early 2000s, and mid 2000s till today

This Working Paper will identify how the EU and key member states have been constructing, or at least attempted to construct, different geopolitical imaginations of the Mediterranean space as part of their foreign policy and geopolitical considerations in three historical stages.

WP3 Policy report and brief

Based on the country studies, a policy report and brief will be drafted which will detail what the results of the surveys mean for EU policies, specifically the stakeholders the EU should include, the methods which would be most suitable, and the policy issues the EU should focus on.

WP5 Policy report and brief

A policy report and brief will be drafted which will detail what the results of the four country studies and the EU-level study mean for EU policies, specifically the stakeholders the EU should include, the methods which would be most suitable, and the policy issues the EU should focus on in the area of agriculture and water.

WP2 Final report and policy brief

As an outcome of research, a final report and policy brief will be drafted to present a geopolitical ‘map’ of the Mediterranean space, showing which policies are driven by key powers in the region in terms of actors, policy instruments, and policy areas. Based on this map, it will highlight how EU policies still match the changing geopolitical configuration of the Mediterranean space, and will identify the corresponding policy indications to reconstruct a new role for the EU in the region.

WP7 Policy report and brief

A policy report and brief will be drafted where the research results will be presented and discussed with regard to the three policy areas (labour migration, international protection, short-term mobility).

First report reviewing existing surveys

This report will present a review of the quantitative and qualitative surveys which exist on Euro-Mediterranean relations.

WP4 Policy report and brief

A policy report and brief will be drafted which will detail what the results of the four country studies and the EU-level study mean for EU policies, specifically the stakeholders the EU should include, the methods which would be most suitable, and the policy issues the EU should focus on in terms of democracy and human rights.

WP6 Country report Egypt, Lebanon, Morocco, Tunisia, EU stakeholder report

These country reports will evaluate the effectiveness and potential of EU policies and measures in industry and energy in light of the interests, needs, and expectations of different bottom-up actors on both shores of the Mediterranean.

Report on effectiveness and potential of EU policies

This report combines the research results of the previous WPs (1–7) and assesses the effectiveness and potential of EU policies.

WP4 Country reports Egypt, Lebanon, Morocco, and Tunisia, EU stakeholder report

These reports will evaluate the effectiveness and potential of EU policies and measures aimed at promoting democracy and human rights from the perspective of bottom-up actors’ interests, needs, perceptions, and expectations both at the local and the EU level.

WP6 Policy report and brief

A policy report and brief will be drafted which will detail what the results of the four country studies and the EU-level study mean for EU policies in the area of industry and energy.

Country-specific reports Egypt, Iran, Turkey, Saudi-Arabia, Qatar, Lebanon, Morocco, Tunisia

These reports will include a situation report for the given country and present the results of the elite survey for each country.

Final policy report

The final policy report synthesises the research findings, identifying their implications for EU policies in the Mediterranean, presenting 1) recommendations how to make EU policies more inclusive of the relevant stakeholders, flexible in terms of its policy instruments, and responsive in terms of the most pressing policy issues, 2) potential synergies across the geopolitical level and the four policy areas, and 3) devise tailored policy recommendations for the four country cases observed: Egypt, Lebanon, Morocco, and Tunisia.
