Modernisation of monitoring systems.European water protection legislation requires significant investments. However, water protection actions must not be always technological. Purification plants, for example, only allow to reduce inputs discharged at definite points, but not diffuse inputs distributed over larger areas. It is the first goal of the demonstration project to carry out water protection actions in three typical catchment areas in Spain and Germany that also reduce diffuse and distributed inputs. Since these actions are adapted to the regional and economic conditions in the areas in collaboration with the water users, they comply with the polluter-pays-principle and represent preventive measures. The second goal is to show and verify that these area adapted actions are more cost-effective and that at the same time at a higher level water protection can be achieved. The third goal is to test a new method for water quality monitoring (bio-stimulation test) in a practical application. The innovative character of the bio-stimulation tests lies in the fact that unlike conventional test methods it points to the cause of the pollution, it allows to detect instantaneous loads and it provides a better understanding of the impacts of a nuisance. Futhermore, this method is cheap and little time-consuming. The project is directed to the modemisation of environmental monitoring systems and therefore supported by the national environmental agencies involved.
