Development of port state control capability in southern eastern Mediterranean countries

Objetivo

To promote the establishment of Port state Control regime in Southern/Eastern mediterranean countries following the pattern adpoted by the European region through the Paris Memorandum of Understanding on Port State Control in 1982 with a view to strengthening maritime safety infrastructure and protection of marine environment.

The objectives of the project will be achieved by a series of activities undertaken on a phased basis as follows:
Phase I Preparation of a Port State Control (PSC) regime and establishment of a Memorandum of Understanding
a) A review of the adequacy of the southern/eastern mediterranean maritime safety infrastructure, as well as programmes for the protection of the marine environment, to cope with the surveys and inspection requirements in accordance with the international conventions including Port State Control.
b) A regional meeting of experts (legal and technical) to discuss a preliminary draft Port State Control (PSC) agreement of co-operation with the participation of maritime administration responsible for PSC.
c) A regional meeting of Heads of Maritime Administration and Government: Officers to consider and sign the Agreement for co-operation (1994) and a strategy including a plan of action for the training of surveyors.

Phase II Implementation of Strategy and Plan of action for PSC (1995)
a) Development of a training programme for surveyors.
b) Delivery of theoretical training component.
c) Delivery of a practical training component.
d) Study tours in European Countries.
