Objectif The major objectives of the study are: - To determine the feasibility of the proposed scheme through site specific case studies, where agricultural products will be used as feedstock for a regional energy production system parallel to the established food production. - To draft an outline for an implementation plan, how the proposed scheme will be demonstrated in a stage-wise cost-effective manner. - To provide experimental data for critical items (pyrolysis, biomass ash behaviour) within the scheme. The proposed study deals with integration of renewable energies into the European energy market through comprehensive regional schemes. The proposed scheme could, when some of the technical uncertainties have been addressed and solved, lay a foundation for a modylarly expansible agroenergy activity. The key feature of the scheme is the judicious integration of the following basic elements: - Electricity generation from biomass in diesel Power plants and a fluidized-bed boiler (FBB) or a Pulverized combustion (PCB) power plant, - pyrolysis oil production integrated to the FBB or PC power plant, and - Vegetable and pyrolysis oil utilisation separately or combined in oil boilers and diesel power plants. The key issue to minimize the cost of production of agro-energy fuels, and introduction of these at the appropriate energy sector and market. Eg. agricultural residues and energy crops in boilers, pyrolysis oil as boiler and diesel fuel without upgrading. Upgrading of the fuel will only increase overall cost. Industry and research bodies will generate critical technical nontechnical and economic data. Technical uncertainties will be established and further research work will be suggested to overcome the remaining problems. Regional site specific feasibility studies will be carried out in Denmark, Finland and Italy to verify the overall economics on a practical level. The European opportunities-will be evaluated based on these studies. The implementation plans will be synthesised.
