CooRd.perspectives of the European transm.network research activities to optimise the reLIAbility of power supply,usiNg a systemiC approach,inv.growing distrib.generation and renewable energy markEts

Objective

A group of 8 Transmission System Operators (Belgium, Denmark, Italy, Norway, Nederland, Spain, Czech and Slovenia) proposes a Coordination Action to remove, in 2 years, most of the technical and non-technical barriers preventing today a proactive approach needed to perform joint RTD (Research & Technology Development) tasks of European added value. With representatives from DSOs and Central Electricity Producers, Research Organisations and expert companies under the coordination of SUEZ-TRACTEBEL will use an iterative approach to design a vision for a European Transmission Network by 2020, and to pinpoint the knowledge gaps that need to be filled to make that vision a reality. Based on tentative energy use scenarios already developed in past EU projects, a set of four RTD roadmaps will be designed to cover most options known today for the generation, transmission and distribution of electrical energy all over Europe and beyond. Configurations for a European Grid Research organisation will be proposed together with their appropriate funding mechanisms.

A first draft of the RTD roadmap will be presented to all the stakeholders involved (Centralized Electricity Producers, Distribution System Operators, National Authorities, other TSOs and research performers). These dissemination actions will lead to roadmap improvements, aiming at reaching a majority of TSOs to support the final joint research and development tasks, thanks to common risk appraisal tools: the resulting roadmap will combine RTD tasks to be performed at member States level with RTD projects that require cooperative or collaborative work at EU level to reach the critical mass of funding and competence. Parallel initiatives towards member States policy makers will be undertaken, with the help of an Advisory Board, They will help preparing a final European conference to deliver RTD proposals that can be funded as soon as 2008 by mixed public/private partnerships at European &national levels.
