Public housing and privatization in Russia, Sweden and UK: similar trends in different systems?

Objetivo



The general aim of this study is to compare aspects of housing privatization in three countries that are very different in character, such as Russia, Sweden and the UK. The methodological rationale behind this choice of empirical objects goes back to the most different systems approach in comparative analysis. The general question to be approached is the following: what are the similarities and differences between the three countries with regard to the causes, forms, mechanisms and results of housing privatization? One may also reformulate the question this way: does privatization of housing mean the same thing in Russia, Sweden and the UK? If not, what does privatization really stand for? From a policy-oriented point of view the main objective is to increase knowledge about different processes of privatization and its consequences. In Russia much effort is put into creating a new housing policy and its implementation. It is therefore extremely important to learn from experiences of other countries like Sweden and the UK.

This comparative study of public housing privatization in the three countries will be carried out at three levels: the central government level, the municipal level and the household level.
