Objetivo
This proposal brings together economic expertise from the London School of Hygiene and Tropical Medicine social science expertise from the Royal Tropical Institute, Amsterdam and expertise in sociology, political economy and public health from the Makerere Institute of Social Research, Kampala.
In Uganda, user charges are being introduced in lower level health facilities in a piecemeal manner. Health workers' salaries are currently extremely low. It is widely reported that health workers supplement these using a number of methods including informal charges, private health sector activities and economic activities outside the health sector altogether. The hypothesis of this study is that the formal introduction of user charges will affect health workers economic behaviour and in turn the system of health service delivery. The study aims to provide a descriptive account of health worker behaviour in charging and non-charging districts and to assess the determinants of such behaviour and the implications of the introduction of charges.
