ALTENER programme - evaluation activities
The European Commission, DG XVII, has published a call for expressions of interest for the provision of expert assistance in the evaluation of projects, activities and proposals under the ALTENER programme for the promotion of renewable energy sources in the EU. The following specific services will be required: - Assistance in the evaluation of proposals for ALTENER actions/projects/campaigns, where evaluators will assess proposals on the basis of the criteria published in the specific call for proposals and the related information package; - Assistance in the evaluation of requirements to launch targeted actions/campaigns where evaluators will assess specific action needs to facilitate the penetration of renewable energy sources and encourage investment; - Assistance in the evaluation of completed ALTENER actions/projects, in order to assess compliance with the criteria published in the specific call for proposals and the related information brochure; - Assistance in the evaluation of the impact of a group of actions, or the ALTENER programme as a whole. Typically two or three expert reviewers will form a review team to assess the impact of measures undertaken under the programme based on specific evaluation criteria and indicators. Environmental and social aspects, notably employment, will also be evaluated. The Commission will compile, from the expressions of interest submitted under this call, a database of potential candidates, from which experts will be selected, as required, for specific contracts.
