A Commission proposal for a Council Directive to limit carbon dioxide emissions by improving energy efficiency (SAVE programme), (COM(92) 182 of 20.5.1992) proposes a number of measures to secure the attainment by the Member States of the objective of limiting carbon dioxide emissions by improving energy efficiency. These are, notably: - Energy certification of buildings; - Billing of heating, air-conditioning and hot-water costs on the basis of actual consumption; - Promoting third-party financing for energy efficiency investments in the public sector; - Thermal insulation of new buildings; - Regular inspection of boilers; - Regular inspection of vehicles; - Energy audits of businesses. The date by which Member States shall implement the proposed Directive is not yet established.
