The European Council has issued a new Directive (92/50/EEC of 18 June 1992) relating to the coordination of procedures for the award of public service contracts. Such contracts shall be awarded through open, restricted or negotiated procedures, adapted for the purposes of this Directive, in the fields of telecommunications, computer and related services, R&D (with specified exceptions), architecture, engineering and integrated engineering, urban planning and landscaping, related scientific and technical consulting services and technical testing and analysis services. The conditions under which contracts may be awarded by open, restricted or negotiated procedures are set out in the Directive. Member States shall bring into force the laws and administrative provisions necessary to comply with the Directive before 1 July 1993.
