System to analyse public procurement
In order to develop and set up an electronic system for analysing public procurement within the framework of phase III of the SIMAP "Marketing monitoring analysis" project for an information system on public procurement, the European Commission, DG XV, has published an invitation to tender concerning the following services: - Exchange and dissemination of economic analysis information on public procurement contracts by means of an information system for public procurement (SIMAP), developed by the Commission, and a "potential contracting entities" database (EAP); - Compilation of an inventory of all available information sources (electronic published databases from the SIMAP project, EAP base, databases from Member States, etc.); - Carrying out an analysis of user requirements, by determining the most relevant information for economic analyses of public procurement; - Design a global, detailed electronic system for analysing public procurement, based on the functional diagram to be developed and on the basis of solutions proposed by the contracting party; - Developing software to present these economic analyses in a comprehensive and user-friendly manner on the SIMAP Website. The software must enable the authorities responsible for legislation to produce statistical reports as required in accordance with Community legislation and the WTO Agreement on Government Procurement (GPA). It should be adaptable and flexible in accordance with the possible future integration of other data; - Conversion and transfer of the EAP base, on the DG XV server, into the current SIMAP environment; - Development of an interface able to simply and automatically extract information on the scale and structure of public procurement from the EAP database on the SIMAP Website.
