In a Decision dated 8 October 1990 the Council of the European Communities approved a Framework Agreement for trade and economic cooperation between the EEC and the Argentine Republic, signed on 2 April 1990. The Contracting Parties, taking into account their mutual interest and long-term economic objectives, shall foster economic cooperation in all fields. The objectives of such cooperation are, inter alia, to encourage scientific and technological progress in all areas in which cooperation is possible, expanding programmes existing at the date of this Agreement and extending cooperation to other sectors. As means to such ends, the Contracting Parties shall endeavour to facilitate and promote by appropriate means cooperation for the development of industry, agro-industry, agriculture, fisheries, mining, telecommunications, health, education, technology transfer, vocational and administrative training, energy, environmental protection and industrial standardization. In the field of scientific and technological cooperation, the Community shall encourage high-level scientific research with Argentina by setting up an appropriate scientific framework for cooperation between the Parties. It shall promote exchanges of scientists and encourage the establishment of lasting and stable links between the two Parties. The text of the Agreement is attached to the Council Decision.
