A Commission proposal for a Council Decision concerning the establishment of a combined transport network in the Community (COM(92) 230 of 2.7.1992) lists priority projects to be completed or undertaken in order to establish by the year 2005 a network of rail and inland waterway routes adopted as the Community network, designed to permit the passage of standard loading units authorized for the Community. The development of such a transport system is considered to materially contribute to the success of the Single Market, improve the accessibility of peripheral regions, promote the interconnectivity and interoperability of national networks, and serve to reduce environmental pollution in general. Inter alia, the stabilization in the year 2000 at 1990 levels of the emission of CO2 and other greenhouse gasses is needed and will require a transport system with the lowest possible emissions.
