Tecnalia and Estudios GIS develop Smart City Platform to manage cultural heritage of Bogotá D.C.

The IDPC (District Institute of Cultural Heritage) of the Mayor’s Office of Bogotá D.C. has implemented a new Smart City platform to manage the cultural heritage of Bogotá. The project developed by the consortium “TECNALIA Research & Innovation” (leader) and the SME Estudios GIS located in Vitoria-Gasteiz” has been backed and awarded by the Inter-American Development Bank (IDB).

The new platform developed allows all the assets of cultural interest in the capital district to be managed, and all the works, projects and programmes executed in the old quarter to be more efficiently monitored. At present, the centre of Bogotá is going through a process of deterioration caused mainly by: (i) the widespread degradation of the urban environment; (ii) the imbalance in population dynamics; (iii) the worsening of social conflicts, evident in problems of citizen security; and, (iv) the deterioration in the quality of accommodation and the fall in residential activity. In order to reclassify this sector of the city and generate a positive impact on the quality of life of the people living in it or using the services located there, the District is developing the Scheme to Revitalise the Old Quarter (PRCT). To support this initiative the Inter-American Development Bank (IDB) has granted funding to technical cooperation for the design of the management model of the Scheme to Revitalise the Old Quarter as well as the development of a computing platform for the institutional management of this plan. The project developed by the companies “TECNALIA Research & Innovation” and “Estudios GIS” has designed and developed the Smart City platform for managing the cultural heritage and the proper monitoring of the projects and programmes being executed throughout their phases: planning, organisation, management and monitoring. The Smart City platform developed includes 5 main models. Firstly, the platform allows the Mayor’s Office to have at its disposal a repository of centralised, updated information about all the assets of Cultural Interest in the District of Bogotá: architectural heritage, archaeological heritage, assets in public places, sectors of cultural interest and intangible manifestations. Secondly, it has a system of geographical information (SIG) enabling all these assets to be inventoried, consulted and displayed on mapping systems. The third module allows the various agents involved in each of the revitalising and refurbishing tasks that are carried out on the heritage to monitor and control these tasks. The fourth module is geared towards the institutional management of the action plans on the heritage. Using a system of indicators, this module allows the annual aims and goals of the scheme to be established by producing monthly reports and graphs of the degree of fulfilment and providing information on the impact made by the investments in each geographical area in which the tasks are being carried out. Finally, the platform has a tool to disseminate the information gathered to the general public. On the one hand, this module allows other mapping systems to access all the data pertaining to the cultural heritage in the district, and on the other, enables the information to be published on institutional websites and social networks to make it accessible to the general public. The main benefits of the platform lie in the centralising of all the information about the heritage, the improvement in the management of all the assets of interest, the improvement in the monitoring of the tasks and strategies and the capacity to make all the information gathered available to the general public. The TECNALIA-Estudios GIS team and the IDPC (District Institute of Cultural Heritage) are already working to identify new applications and functionalities that can be incorporated in the future into the Smart City Platform of Bogotá to derive the maximum benefit of all the information about the cultural heritage and to spread it to other areas and bodies of the City Council.
