Two Council Decisions of 16 November 1992 concern the conclusion of Protocols on financial and technical cooperation between the European Economic Community and, respectively, Morocco (Decision 92/548/EEC) and the Syrian Arab Republic (Decision 92/549/EEC). Cooperation projects or operations aim to develop and diversify agricultural production (multiannual programmes and operations in the context of the national food strategy), strengthen economic links with the EEC, and encourage regional and multilateral cooperation. In the field of science and technology, expansion of training and research capabilities will be supported, with the establishment or development of links between the signatories' private and public training and research institutions. In all fields, practical training schemes will be linked to projects and operations in firms and research institutions. For a period expiring on 31 October 1996, an aggregate amount of ECU 438 million may be committed in the case of Morocco, ECU 146 million in the case of Syria, made up of loans from the European Investment Bank plus grants (ECU 193 million to Morocco, ECU 34 million to Syria) and contributions to risk capital from the Community's budgetary resources.
