On 5 October 1990 the Commission of the European Communities submitted a proposal for a Council Regulation (EEC) on the evaluation and the control of the environmental risks of existing substances (COM(90) 227). The purpose of this Regulation is to approximate the laws, regulations and administrative provisions of the Member States on the collection of information on existing substances and the evaluation and the control of the risks of existing substances to man and the environment which are listed in the European inventory of existing commercial substances (EINECS). The high volume substances with which this Regulation deals as well as the provisions are established in the Annexes attached to the proposal.
