Community telecommunications: Council Resolution
A Council Resolution of 17.12.1992 on the assessment of the situation in the Community telecommunications sector, calls upon the telecommunications organizations to introduce further cost orientation into tariffs, in particular for intra-Community telecommunications services and leased lines, and to work to secure a general lowering of accounting rates for intra-Community telecommunications traffic. Member States are encouraged to move towards such cost orientation and lowering of accounting rates. The Council calls upon the Commission to consider, in consultation with interested parties, the political, economic, commercial and social implications of the options described in the Commission's communication on the future of the Community telecommunications services market (SEC (92) 1048 of 21.10.1992) and to set out, in close association with the Member States, a transparent approach plus a timetable for a future regulatory framework in this area. The Council welcomes the Commission's intention to report before the next Council meeting of Telecommunications Ministers.
